Richard Garfield is actually Jeleva, Nephalia’s Scourge from Commander 2013.

This is straight-forward - the new Commander decks have legendaries who have special abilities relative not to their CMC, but rather however much mana is used to cast them. So, here's a nice, easy way to take advantage of those abilities, while getting some use out of cards which typically never see play, like Chill. :D

i remember there is a card that let's you pay additional X mana to cast a creature and in exchange for X +1/+1 counters... will that apply to the new EDH commanders?

I've looked at the Chorus of the Conclave, too, and I'm not sure. Unlike other cards where is says something along the lines of "Whenever a creature comes into play", the wording for the Chorus specifically states that it's an additional cost to your creature spell. So it's possible that it could work - but it's also possible that they'll rule that additional cost isn't considered part of what you've paid to cast the creature.

I mean, here's hoping - but I'm not sure it'll work.

Had to check with a judge in a chat to be sure, but yes, Chorus of the Conclave does work to boost those commanders' mana costs and therefore their abilities. It would be hard to get the Chorus into a deck with Jeleva as the commander though.

That said though, if there is a pattern of Alara-shard color commanders, we will be getting two (naya and bant) that the Chorus can play with safely.
