Ran this in my Selesnya deck for a while to great effect. Get a +1/+1 counter on the drover in any way you can, then activate its ability.

When the two tokens hit the field, they each trigger the crusade, making each of them 3/3 creatures, as well as putting two counters back on the drover, netting a counter on it and two decent flying tokens.

Lather, rinse, repeat, as necessary.

I believe from a reading of crusade you would only get counters on creatures that are already out not ones entering the battlefield otherwise crusade would be very over powered

Crusade is actually that powerful. :D

Seriously, it's an ETB effect. It's somewhat balanced out by it's mana cost, but yeah, it's a sick card in general.

makes this infinite
