Sulfur Falls is actually Ral Zarek (the new Izzet Planeswalker).
With both Blood Clock and Doubling season out on the battlefield, cast the planeswalker. Comes into play with with 8 loyal counters. Pop its end ability. Flip your coins. Chances of getting heads will be good. Keep replaying Ral each turn.

an effect would not have put the counters on so i do not belive that would work sorry

Sorry, mate - you're saying that the ETB effect wouldn't trigger when you cast Ral Zarek?
Because it absolutely would work. Planeswalkers are treated as if their text also read "This permanent enters the battlefield with a number of loyalty counters on it equal to its loyalty number", or something like that. So Doubling Season's replacement effect would absolutely be triggered.
