This one is taking advantage of the rules for split cards. Research // Development's mana cost isn't seven - it's two and five, both. Whenever a spell or ability affects a card depending on it's converted mana cost, Research // Development can be targeted for either value.

Which makes it a legal target for the Isochron Scepter. Imprint Research // Development, and then cast Development each turn for either (likely) three cards for two colourless, (less likely) three 3/1 elementals, or any combination of the two.

This would also work well for the Research side in itself.  If you're playing against a deck which likes to exile, you can replenish the exiled cards back into your deck.  Or, if your deck contains cards which exile your own stuff for various effects, this would fetch them back for re-use.

Would be a good safety net for things like Parallel Thoughts.
Would be a good replenisher for Flashback and Rebound cards.
Would be good to feed a creature like Bioplasm.
Would be good to offset cards like False Memories, Forgotten Harvest, Spelltwine, Samurai of the Pale Curtain, or Final Judgment.

There's a lot you could do with this.

Aren't exiled cards still -in- the game?

Rules change so much in this dam game, hell, I feel like I can't even give good advice or suggestions anymore.  Well, as far as I'm concerned, exiled means (and always has meant) removed-from-the-game, which puts them into the same zone as your sideboard and makes them targets for anything "outside the game".  And WotC can suck one. Lol.

But since most of you guys still play by tourney rules, disregard my previous post. Meh.

for those wondering, here's what the rules say Reseach can grab from the rulings:

400.10. An object is outside the game if it isn't in any of the game's zones. Outside the game is not a zone.

400.10a Cards in a player's sideboard are outside the game. See rule 100.4.

  • 10/1/2009: In a sanctioned event, a card that's "outside the game" is one that's in your sideboard. In an unsanctioned event, you may choose any card from your collection.
