drop the wort, heat shimmer it, conspire it with the two wort tokens, a new wort and tokens come into play, keep conspiring, infinite goblins?

Unfortunately, it wouldn't work for you. The second that there's two Warts out, they would both go to the graveyard, thanks to the current Legendary rules.

Add Hall of Mirrors, or mirror hall, whatever its called, its from kamigawa, then it works

No, it still doesn't work. Conspire is an "additional cost", it must be paid as you cast the the spell. The only spell that is actually cast is the first one. You wouldn't be able to conspire it more than once then. If you managed to get infinite number of Wort the Raidmothers out (with Mirror Gallery), each spell you cast would have infinite instances of conspire (see ruling on Giantbaiting and Wort). BUt thats the only way to conspire things multiple times.
