Keep moving counters back and forth between the Grim Poppets, while for each time, you get 1/1 elves from Flourishing Defenses.

the poppets need at least +1 toughness Gaea's anthem would make it work and be monocolored

they already come into play with 3, you do one at a time.

what twogun is saying if you have both in play and you move the counter from 1 to another the other one will have 4 counters killing it unless it has a boost to it.  don't be such an ass

This combo DOES work. Put the first -1/-1 counter on 1st token, then you can move the counters back in forth for 1/1 elves

This DOES work, even without additional cards of moving counters onto your Elves.

First, a helpful ruling about the Defences-

This ability triggers both when a -1/-1 counter is put on a creature on the battlefield and when a creature enters the battlefield with a -1/-1 counter on it. This includes when a creature returns to the battlefield as a result of persist.

So if your Defences are already out, you get 3 Elves for each Scarecrow.

Secondly, you can juggle counters around without needing any extra cards, just the two Poppets will do.

The reason is that removing a counter is a COST - putting a counter on a creature is an EFFECT

You have two Poppets (let's call them Bill and Ben)

Bill targets Ben with his ability. The -1/-1 counter comes off Bill straight away as it's a cost, but Ben doesn't get a -1/-1 counter until Bill's ability resolves.

So, Ben targets Bill with his ability in response. Again the counter comes off immediately as a cost, and Bill doesn't get a new counter until the ability resolves.

Assuming nothing else, you now have Bill and Ben with two counters each, and two abilities on the stack which will give them another counter each when they resolve.

Bill and Ben then go on to universal acclaim with their counter juggling act and generate a massive audience of Elves.

While the elven army enjoying the Ben & Bill show here are quite nasty, the addition of a Captain; say maybe the Sigil Captain; would make the army much more threatening.

I've got a whole deck designed around the defenses, with captains, grief tyrants (and other creatures that come into play with -1/-1 counters), the ink treader nephilim, and for use with the Nephilim some puncture blasts.  In a group game, with the defenses, the captain and the nephilim already on the table - use puncture blast on the nephilim and watch every creature on the board get hit with 3(-1/-1) counters... growing your army quite fast.  Even if there's only a total of 10 creatures on the board (I did say it was a group game deck, so this is the low end) you end up with 30 (3/3) elves.  Just remember to have your captain go to the grave after all your 1/1 elves come into play or else they stay small.  An overrun could make that a game ender even if there's 9 opponents at 20 life - as it is it'll take out 4 opponents at full life, and probably 5 by the time of the game we're talking.
