Yes it is. He's talking about using March Of The Machines to animate his Alladin's Ring, the reducing the cost with Training Grounds and Heartstones.

I don't believe this is technically a combo, however this is a very nice start to a deck idea. Perhaps you have other creatures and artifacts with relatively high activation costs?
