It still takes at maximum reduction 34 mana assuming cost of three and paying one and one cost left over

Well, If you use 4 Heartstones and 4 Training Grounds... You get 17 Helix counters for 1 mana... LOL...

Before you pay Helix pinnacle's activation, you must declare first how much will you pay... That's the rule when paying X costs... If you have 4 training grounds and 4 heartstones, this will reduce the cost by 16. Since Training Grounds and Heartstones can't reduce activated abilities cost to less than 1 you can declare X as 17 so you need to pay 17 but TG and Hearstone will reduce it by 16 bringing it down to 1... This is to maximize the counter produced and minimize that mana spent to pay for helix pinnacle's X cost...

X must always be 1 more than the total reduced cost to maximize the potential... But i made this combo only to mock someone that posted a combo that requires 4 training grounds and 4 heartstones... LOL

cant you pay the X cost anytime you could play a sorcery during any turn?

You can only play sorceries during your turn, so i am asuming you ment instants and yes you can play them  and activated abilitys such as helix, anytime you have priority.
