If your opponent is playing Harrow, Dispel it and make him sacrifice the land.

it will work since sacing the land is part of the cost to cast harrow.

yeah it does. sacrificing a land is part of the cost to play it. they have to pay its cost before you can counter it. so yes... it works very nicely
