Simplified:
-Cast Storm Seeker
-Cast Nightcreep, then cast Reap (or nostalgic dreams discarding two without casting nightcreep) to get Storm Seeker.
-Cast Storm Seeker
-Nostalgic dreams (or reap) to get back nightcreep, Reap (or nostalgic dreams) and Stormseeker
-Rinse and repeat.

Cast Storm seeker.
At some point after you cast storm seeker (either during your opponent's turn or your turn) cast Nightcreep, then cast Reap to return Nightcreep and Storm Seeker to your hand.

Then (at some point), cast storm seeker again, then return storm seeker and reap to your hand using Nostalgic Dreams (discarding two or more cards). You can use the reap that you got to repeat this process over and over again.

If you cast the Nightcreep at the beginning of your opponent's upkeep, if they aren't playing black and they can't respond to the spell then they probably wont be able to cast spells or use abilities during their turn because all of their lands will be swamps. If you can keep them in this state, you can just zap them to death with storm seeker (their hand probably growing bigger without being able to cast spells).

If your opponent is running a bunch of mana rocks, this combo is probably not going to be very useful.

Throwing in other cards to supplement the combo (like Fog, Darkness, or Sinkhole) is probably a good idea)

Painter's servant will save you a lot of mana but then again it's also a lot more money then night creep and doesn't give a stun-lock effect.
