If one or more +1/+1 counters would be placed on a creature you control, that many plus one +1/+1 counters are placed on it instead.
Shifting Wall is standing in for:

Strengthening Ballista enters the battlefield with X +1/+1 counters.
4: Put a +1/+1 counter on Strengthening Ballista
Remove a a +1/+1 counter from Strengthening Ballista: Strengthening Ballista deals 1 damage to target creature or player.
Have on the battlefield Vigor, Hardened Scales, and Strengthening Ballista with at least two +1/+1 counters on it. Have the Ballista deal damage to itself repeatedly making sure to leave at least one counter on it at all times. Each time you remove a counter from it to deal a damage to itself, because of Vigor and Hardened Scales, it gets two back.
Use this to kill whatever and whomever you like.
