Notion Thief replaces your opponents' extra draws with you drawing.
Shared Fate replaces anyone drawing with exiling a card from an opponent's library.
Now add your favorite 'group hug' draw effects, stealing chunks of library at a time while your opponent never gets to take more than one on their draw step.
