Lightning Angel subbing in for:
Scroll Rack is already a ridiculously strong card. With the Jeskai khan, it goes even more nuts.
Activate the rack, putting your choice non-creature spells from your hand on top of your library.
Then attack with Narset, flipping the top four to cast for free.
Using this setup, you are clearing out at least four cards at a time from your library, so Scroll Rack can give you a fresh set of cards to setup with each turn.
