Get the Prophet out first, or you won't be able to take advantage of the mean-ness immediately.

Then imprint the time stop on the elite arcanist. Opponent's upkeep, untap all your permanents thanks to the prophet, and time stop their turn.

Unless the Arcanist has haste you have to wait for 1 turn.
