You Need a persist creature. ... Kelpie
Something to let you tap the creature (like haste or Hair-Strung Koto or Orb of Dreams).
Sac engine.
Something to untap the Oyster (Mind over Matter, works fine with the Kelpie).

For removing the persist Counter: Target the tapped persist creature with the Kelpie and untap Kalpie afterwards.

Repeat.

This set up grants (n == number Cards in library) 2n mana
n mill
Have an Eldrazi in your library and do it infinite.

Nice in casual and Commander and mono blue
