Simple synergy. Everyone now has swamps, so any time a land is played, the scythe gets bigger.

Same problem as the Polymorphist's Jest + Izzet Staticaster combo; two different cards, looking at two different things:
Urborg adds the swamp basic land type to all lands.
Strata Scythe looks at the card name, not land type.

Actually, Strata Scythe does nothing with Life and Limb either, for the same reason, it uses card name for its count. It doesn't matter what the land TYPE is.
