A spin in the other direction, with the new Perplexing Chimera:
Arcane Laboratory locks everyone down to a single spell a turn, which you can steal from your opponent with Perplexing Chimera, which in turn will return to your control every turn thanks to Brooding Saurian.

In theory, wouldn't the opponent still OWN any permanents you stole with the Chimera? After all, it's just exchanging CONTROL. I feel like this would only allow you to steal instants and sorceries.

True, they do own them still, so keeping permanents is out. But hijacking the entry triggers of creatures, controlling where auras land, or even just sacrificing the permanents as you steal them, makes even temporary control very beneficial.
A little late inspiration: Add Nivmagus Elemental to the combo setup. That way if your opponent casts an instant or sorcery you really don't want to resolve, you can hijack it, and feed it to the elemental.

Homeward Path is a better option than the Lizard. If you wait for the trigger to resolve, give you control of the spell, then active the Homeward Path to get your Chimera back you'll still control the spell. This also lets you steal any non-Creature spell permanently as Homeward Path doesn't pass those back.
