Have all in play and remove a counter from the thoctar to deal 1 damage to itself, placing 2 counters back on him. Rinse and repeat until you have enough to kill every player at the least.

I believe another way to do this might be with illusions's bracers on the thoctar, copying his damage to himself, but I'm unsure if it would require two counters to be removed upon activation.

you only remove 1 counter and copy the damage to target ability and you may Chose new target for the copy.
The same for tapping a creature as activation cost, you cannot tap twice.
