It should be self explanatory. Make all permanents enchantments in addition to their types with Enchanted Evening, exile Legion's Initiative before the combat step inn order to have all your slivers enter the batterfield and destroy whatever you want.

Harmonic Sliver and Enchanted Evening is already a formidable combo.
Although I could suggest that you could add in Mycosynth Lattice for the same effect that Enchanted Evening gives to Harmonic Sliver, but gives the bonus of helping you with a multi-colored sliver deck.
