The Cloak can be anything to make the hippo unblockable. Get the hippo and cauldron out, and get the hippo past the defenders. Its ability triggers and forces your opponent to tap all of their lands for mana. Which in turn causes the storm cauldron to bounce all of their lands to their hand.
Keep the hippo on the offensive, and your opponent shouldn't get more than two lands out ever again.

couldn't they just tap their lands in response to the hippo?

Yes they could, and the result would be the same, the Storm Cauldron would bounce the land back to their hand. They might get an instant off, but once the hippo triggers, they are back to square one for lands.
