Choke prevents all islands from untapping. Stormtide Leviathan makes all lands islands. Carpet of Flowers will give you mana of any color equal to the islands your opponent controls.
Mana Short is just an extra, to make sure your opponent taps all their lands.

I do have to complain a little bit. With the flowery title on the combo, Mana Short was even better with its older art, which WAS a flower. I didn't even know it got that reprint with different art.
