Get both enchantments out, and when your opponent has a creature you want, activate the Splintering Wind. Use the CitR trigger to exchange your new token with your desired creature, then let your opponent deal with either paying the upkeep on the token or letting it blow up and damage them and every creature they control.

I am feeling like an amateur lately, misreading cards like this. you still give them the token, but if they don't pay the upkeep, YOU and your creatures take the damage, since its part of the effect creating the token, not added to the token like the cumulative upkeep is.
