I know people have posted similar combos using Urborg, Tomb of Yawgmoth or Blanket of Night, but I think Reef Shaman has some advantages.
1. Blue is much better at tapping (opponents' land) and untapping (your stuff)
2. Reef Shaman removes the land's characteristics. That Seaside Citadel now produces only black mana for the turn, unless the opponent can play an instant during upkeep.
3. You don't need to worry about swampwalk. (That one's a stretch, I know.)

It does have a few advantages. Why not make an islandwalk deck with that card?
