Twiddle is standing in for Strionic Resonator, this time around. In essence, wait for one of your upkeeps where you have two mana worth of sources and the resonator untapped. When the Sands of Time trigger, copy its effect with the Resonator, untapping everything you have that is tapped, including those mana providers and the Resonator.

What you do with your infinite untaps during your upkeep is up to you.
