Toshiro is standing in for Agent of Fates, or any of the heroic creatures, really.



Cast an instant or sorcery targetting the heroic creature, it triggers, and the eye of the storm exiles the spell and lets you cast any (or all) sorceries and instants it has exiled. Which means even just the first spell you get exiled by it is two heroic triggers.
