Twiddle is Hidden Strings:
1U Sorcery
You may tap or untap target permanent, then you may tap or untap another target permanent.
Cipher
You also need a creature  (the harder to block the better).

1.Cast Hidden Strings on aforementioned untapped creature.
2.Play Stasis.
3.Attack with said creature. When Cipher goes off, untap the creature and a tapped island you control.
4.Repeat three each turn.

By doing this, you allow yourself to attack each turn while maintaining a way to pay for Stasis.

I apologize, doubly so. I checked this a little while after posting it and I was rather certain that I posted the edit that you did this earlier, and listed you by name. I am unsure of what happened so I'm skipping editing and just posting this.
