Pretty simple, and there's a billion ways to abuse this.
Examples:
1. Exsanguinate- mana dump
2. Blood Artist- PAIN & GAIN!
3. Harvester of Souls- S's & G's
4. Extractor Demon- milling
5. Bitter Ordeal- milling...again

I used exsanguinate because a lot of the games I play are multiplayer

Question: If using Haakon as an EDH General, can he be cast from the general zone...because this is not a legal cast be put into the graveyard (because it won't resolve) then cast from graveyard. I guess the question is: if we try an illegal play what is the result.

He says he can't be cast from anywhere but the graveyard, he CAN'T be cast from anywhere but the graveyard. Even if you reveal him in an effect that lets you cast him without paying cost like Descendant's Path, you don't get to, because the card says you can't.

So Haakon has to be discarded THEN cast, or cheated onto the field in some other way. As a commander, you're stuck.

And fyi, an 'illegal play' won't be countered and put in the graveyard, it will just not be allowed to happen at all. Trying to cast something when you are not allowed to is not the same rule as countering a spell without a legal target.
