Kiln Fiend is standing in for Guttersnipe, Mirari for Strionic Resonator, and Twiddle for Hidden Strings. Cipher Hidden Strings onto a creature that can get through to deal combat damage, and make it happen.
Since cipher's second part is a triggered ability, use tap the Sol Ring and Strionic Resonator to copy it. This creates a duplicate trigger, giving you another copy of Hidden Strings to cast (in this case, you do cast the copy, rather than just stacking it), untapping the Ring and Resonator with it. This triggers the Guttersnipe to shoot all your opponents for 2.
Once that Hidden Strings Resolves, tap the Sol Ring and Resonator to do it again.
On a perfect draw, this can be a turn 3 win. Turn 1, Mountain and Sol Ring. Turn 2, Island and Guttersnipe. Turn 3, Hidden Strings to untap your lands and cipher it into place, and the resonator. You now have everything in place.

Actually just made a standard deck around this with a turn three win at best. Testing it out will be funny if i pull of the combo in a game.
