The name is inspired by the seeming combination of Poison Ivy with the Sprouting Phytohydra and the Joker with the endless laughter.
The Claws of Gix are just there as an enabler. Depending on board state, you may need to sacrifice only one OR two permanents for this to go off properly.
Anyway, as it loops, when something goes to the graveyard, Last Laugh shoots all creatures and players for 1 damage. This causes Sprouting Phytohydra to duplicate itself, and you to gain 1 life since your opponent lost a life. If nothing died from this, sacrifice a permanent to the claw to trigger it again.
Second go around, the original phytohydra dies, but still makes its token, the token hydra makes its own token copy, and you recover the life you lost from the laugh again. Since the original phyto died, Last Laugh goes off again.
