This setup is slightly weird for a blue deck, but easily doable.

1.Play with 1/1s and 2/2s that can get under Meekstone.
2.Once you have Thran Weaponry out, Ensnare on the end of the opponent's turn. (if multiplayer, the opponent that has a turn right before you)
3.Activate Thran Weaponry during your first main phase and swing with all your creatures.
4.All of your opponent's creatures will be tapped from the added bonus of the Weaponry.
5.Untap Thran Weaponry during your turn (hopefully this allows your creatures to also untap, if not toss in a voltaic Key to go off during the end of your opponent's turn.
6. Return to step 3.

Other cards to consider using with this deck include Frozen Aether and Aether Storm (to keep opponents from putting out new untapped creatures).
