on the critter... you can play the swiftfoot boots beforehand... and start right away
how it works...
cast perigrine drake (say you have 3 mountain and 2 islands) paying the 5 mana, untap 5 lands

I like where you are going with this, but there is a better combo (3 cards) for infinite mana that is also standard. It has been posted, but in case you haven't seen it yet:
Deadeye navigator
Gilded lotus
zealous conscripts
play conscripts bound to deadeye and take control of your own lotus. Tap for 3 blue mana, using two of it for blink conscripts and repeat. When you have enough blue mana, then you can start tapping for other colors. When you are finishing getting all the mana of any color that you like then start taking your opens permanents. You can blink deadeye onto their creatures, blink there creature, and it comes into play under your control. You now permanently control them.

if you notice... i make it possible to make a deck with this combo as a basis, giving more than 1 way to use the cards to the same effect, plus, i was thinking of a way that does not use green at all, green has many mana making ways for infinite, not a lot that are specific to red/blue.
Mana flare isnt needed, but helps a lot when you use stuff to untap lands, or if you want to splash green in, add bloomtender or other things like that to get more mana
