Ok, so I have been hearing and reading nothing but garbage reviews on Tibalt\'s first ability so I finally gave in and bought a couple of Sorin vs Tibalt packs and checked him out.. The first thing I thought was \"haha oh shit, this\'ll be fun\". 

With Library of Leng in play you can look at the card before discarding it so its not random anymore.  Also, with Library of Leng, you can also choose to discard to the top of your library instead of your graveyard, so if you wanted to play a card with a Cycling ability and another desirable effect (eg, Gempalm Incinerator) you can activate the Cycle, dicard to Library, draw again and replay, each time getting the benificial effect (in the case of Gempalm Incinerator it would deal damage creature equal to number of Goblins in play, for only 2mana).  Or Madness, use Tibalts first ability and with Library of Leng in play you can look at your card first, so choose a card with Madness and dicard, then play it for its Madness cost (which is usually cheaper the hard cast PLUS you can sneak creatures out durring random times this way haha). 

Im building the deck at the moment and Ill repost it tomorrow when its closer. Our table rules are general rules, no specific sets so its not going to be a current type deck, just a fun (possibly) to play and different deck

Ok, so I just posted and as I read the Library of Leng card they displayed it reads different than the 3 I have in front of me, (2 Revised and 1 5th), mine also read "If the discard is random, you may look at the card before choosing where to discard it."....  I havent looked at the Oracle texting yet but if it HAS changed and this is no longer valid then PLEASE dont go all ape shit and talk shit..thnx

2nd post is correct, the discard is still random, library just lets you choose where it goes when you discard
Also concerning your post about cycling.  The discard is part of the cost to cycle, therefore the library's replacement effect to put it on to the top of the library is not available to you

Ok, so I went on to the Oracle texting and Wizards DID change the text of the card, BUT the also state right in the rulings AFTER text change and it says, "If the discarded card is random, you may look at it before deciding". Its in the "rulings" listing under the card. So you may still look at it first, but to the guy that stated you cannot use a Cycling cost, you are correct and I thank you. Madness is usable if I can find anything to mesh well. Any ideas? Im thinking Blk/Rd.. Thanks

with all the discard, graveyard recursion will be of benefit.  Grave scrabbler and call of the netherworld come to mind. 
reckless wurm is not bad 4/4 trampler for 3. 
volcanic eruption and fiery damage direct damage goodness.  dark withering is solid removal if you can discard it, crap if you can't.  Psychotic episode offers a nice discard

Haha, I actually did have 3 or 4 Reckless Wurms already in mind, thank you.  I will check into the other suggestions as well. I am a player from when the game started in 93/94 and took a break from about 2001 or so until Ravnica CoG and Time Spiral, and again after Zendikar until this last November, so most of my cards are from them eras lol.
