The main thing making this not broken is that it doesn't work. Mind Bend cannot change mana symbols on the card, only colour words or land types.

it has the potential to be powerful but not broken, it is to situational, takes to long to be effective standing alone, and breaks up to much tempo being supported.  In other words it is not something the would cause an opponent to go "damn, I'm f..ked".

time walk is broken by itself.  but yeah the two together is broken
