While I know this will encourage people to post more Tamiyo final ability combos, I wanted to dispel the rumor that you need Omniscience to be a total jerk.

The terms are simple, get Tamiyo's final (think Gilder Bairn) and have Chronatog in play and Intervention Pact ready in your hand.
Now just skip the rest of your turns countering EVERY SPELL until your opponents deck themselves.

A good deck for this would start with a creature boardwipe (like Evacuation) before dropping the Chronatog. A single Mystical Tutor once Tamiyo's emblem is obtained will let you find all four Intervention Pacts in your deck for a measily four blue mana. This means that it will be nigh impossible for your to lose a counterspell war. Also works well with Guile (netting you free spells) and Talrand (netting you flying blockers).

I'm thinking about mentioning an Isochron Scepter with Stifle just in case there is a rough spot, but I'm not sure how to untap it and pay for it (I thought here was a card that could untap artifacts when spells were played or creatures ETB but I can't seem to find it, else I'd run the Stifle-Scepter with Seat of Synods). If you want to just give up and run UG, drop in a Seedborne Muse, but then the effect of the Pact won't be as cool.

What happens if an Opponent cast lightning bolt on your Chronatog, you Counter by Pact of Negation and he reponds by casting swords to plowshares on the Chronatog? I thought that the Cards you Play go to the graveyard as final step during Resolution, that means when casting the Swords to Plowshares the Pact of Negation is not in your Hand.

I'm not sure about your Scepter/Stifle Thing. You could use Sundial of the Infinite if you want to be safe if the Chronatog left sometime.
Otherwise you could add an Aphetto Alchemist equipped with Illusionist's Bracers to untap the artifact and produce mana.

Drop the Gilder Bairn. Drop Tamiyo then attack with Gilder Bairn and use it's ability. You have eight counters. She dies and you get the emblem.
