Can I cast flame jab for its retrace cost whenever I want? And casting it for its retrace cost triggers the enchant, yes? You could do something similar with burning vengeance or other retrace cards :]

the answer is yes. but it has to be a land card and you have to pay the mana cost as well every turn. and every retrace does activate the enchantment.

To clarify, you can only cast Flame Jab whenever you could cast a sorcery. Activating Retrace doesn't override that fact.
