Tap all opponent permanent or your Blistercoil , because he will be Untap again . Because in effect said "bla bla bla . Untap it" So it will not play directly , right ?

the blistercoil only untaps when you cast the spell, not when you put a copy on the stack. So tap the BC first, then cast the spell, untap the BC once and get +1/+1 and maybe pay replicate once.

Sorry but its not legal for 2 reasons
1) as knarf mentioned the copies created won't untap the blistercoil
2) when you cast a spell all costs need to be paid at the time of casting. since replicate is an additional cost to casting it needs to be paid before the blistercoil can untap. once cast you cant go add more to it.
