It can't kill all... you're just transferring -1/-1 counters... Maybe doubling season perhaps??

Shakii is right. there are only 2 -1/-1 counters on the field, so all you can do is transfer from one creature to the next, and putting both of them on say a 2/2 or two 1/1's, the -1/-1 counters are lost, and the combo is flawed. Very excellent

Maybe a Flourishing defense or a doubling season if you want to make use of this combo... Well this combo thus say infinite life and produce infinite life so its ok... you can also produce infinite tokens using the merfolk that produces token when a merfolk is tapped...
