Basically cast Primal Surge, with a deck that have only the Primal Surge is a spell you will reveal and to put them to play and win via Laboratory Maniac/Elvish Visionary trigger.

wouldn't this only work in the unlikely scenario that the last card was the visionary? Otherwise you must just wait another turn to win and hope your lab maniac isn't killed (because if it is, then you lose) ...
not to mention your win condition requires 10 mana :/

Simple. You run a mostly Elf deck.
Wirewood Channeler, Llanowar Elves and ilk for mana
Bottled Cloisters and Slate of Ancestry for card drawing.
DawnStrider to stall.

@ Jingbo: The combo actually works regardless of where the Visionary is in the deck so long as it is one of the cards 'played' in this process. All 'comes into play' triggered abilities will await the completion of the series of actions started by Primal Surge.
I actually think this could be a viable EDH combo... if you draw into the Primal Surge before the other creatures, it spells win for your deck.
