The idea behind this is when you play the Wumpus they'll sac a land and it'll go to the top of your deck. If this happens while you have Mind's Eye out then you can pay 1 to draw Shivan Wumpus and still get your draw during your turn.

(Because I'm unable to edit) Another card you can use for this besides Mind's Eye is Seer's Sundial.
