You can infinitely draw and discard the same card so the game is in an infinite loop.

It is, but why? It won't even pull the game to a draw, as 2 of the abilities are activated.

I don't think that this combo works. From the Gatherer rulings: "You can't use the Library of Leng ability to place a discarded card on
top of your library when you discard a card as a cost, because costs
aren't effects."

Since the discard from Mind Over Matter is a cost, the card will go the graveyard.

That is correct, the important distinction is "If an EFFECT would cause you to discard a card, ..." not "If you would DISCARD a card, ...".  Compare it to the wording Megrim (though Megrim is a trigger and not a replacement effect like the Library).  This is the same reason that a Doubling Season will double the amount of counters a Planeswalker will enter the battlefield with (effect of entering the battlefield with Loyalty) and will Not double the number of counters placed on it when it activates it's + abilities (Cost of activating the abiltiy).
