Its not activated though,  because it doesn't have a cost/requirement and is NOT optional

Here is official rule
  • 403. Activated Abilities
    • 403.1. An activated ability is written as “[cost]: [effect].” The activation cost is everything before the colon (:). An ability’s activation cost must be paid by the player who is playing it.

Stifle says "counter target activated or Triggered ability". the ability of Phyrexian Dread is a triggered ability. A triggered ability is when something is basically saying this will happen when this certain situation happens. Try to read the cards more closely bud. Stifle, Trickbind and Voidslime are some of the only reason that Phyrexian is worth $35-45.

there are many variations of the stifle-comes into play combo... How about the Play Swamp, Play Lotus Petal, Dark Ritual, Entomb (Phage, the Untouchable), Exhume, Stiple combo...
