Put Sigil Captain out first followed by Praetor's Counsel and finally Endless Swarm.

Now you have a 3/3 swarm!

I think I'd use Venser's Journal instead of Praetors' Counsel, but otherwise, pretty cool. Would Muraganda Petroglyphs make them 5/5?

They're all the same creature type, I would just use Coat of Arms if you want to pump them up.

I think coat of arms would work way better than Sigil Captain.

No they wouldn't be 5/5's with the Petroglyphs.  The Petroglyphs will give them the +2/+2 bonus for as long as they're on the battlefield.  Because of this they will enter as 3/3 creatures not 1/1 so will not trigger the Sigil Captain.  Any creature that entered before the Petroglyphs did that already received the +1/+1 counters will still receive the bonus, but ones that come after the Petroglyphs won't.
