Use Karn to make the scepter a target of Conjurer's Closet. This allows you to mill for five each turn (plus when it came into play the first time) and have even more cards you can counter with the scepter's ability.
Jester's Scepter's errata says nothing about being unable to access cards (for its ability) previously removed from times it came into play.

Sorry, this won't work. Although the errata does not say it, when Jester's Scepter re-enters the battlefield, it is a completely different card. You will lose access to whatever cards you exiled before.

Correct. Jester's Scepter has no memory of the previously exiled cards. The only cards that apply to it are the last 5 cards to be exiled during its last entry. However, it is still a good 5 card mill effect, with counterspell bonus.
