Erm a few reasons!
1} With Leonin Arbiter it affects everyone, including yourself, so you would have to pay an extra 2 to loose the effect, also your opponent can pay 2 to also loose the effect and search library.
2} Aven Mindcensor Has Flash, so you can sneakily cast Collective voyage then cast Aven on your opponents upkeep step.

Flash doesnt matter for this since the aven needs to be in play before you cast the sorcery voyage.
Personally i like this in red with stranglehold, allows use of boldwyr heavyweights
