Would this work?
Play Panoptic Mirror discarding Time Stop.
At BoT of opponent, Activate Panoptic Mirror.
Opponent's turn ends.
Your new turn begins.
I call it frustrating due to the fact that doesn't give you an extra turn, it simply ends your opponents turn whenever you want.

You could call it frustrating because it doesn't work.

Panoptic Mirror only triggers at the beginning of your own upkeep, not your opponent's.

Yup....this only triggers during your own upkeep, which would in effect, end your own turn at your upkeep.  If you'd like a good alternative, I've actually pulled off using Panoptic Mirror with a Suppress imprinted.....at the beginning of your upkeep, this removes your opponents hand from the game until the end of their turn.....holding them to one card per turn....their draw card.

Donating would be useless because the copy is optional.
