I busted this out early in a commander game.  One of the best engines I have used.  Really dont even need the journal.

I'm confused, what does this do?

Is it a confusion about what Phyrexian Arena does?  It doesn't grant you the ability to keep drawing cards for the cost of 1 life, you just get the 1 draw at the beginning of each upkeep.  There is some nice synergy between the Oracle of Mul Daya and Sensei's Divining Top.  Top to stack the top 3 with a land on top, Oracle plays that land, use it to Top again and make sure there's another land on top and 2 things you want to draw behind it.  Use Oracle to play that land as your 'Additional' land.  Phyrexian Arena draws you a card, then you draw a card, then you do it over again.  You should be able to easily get 2 land drops per turn and have plenty of gas to play with.  I appears to net a 2 card draw and 2 land played per turn all from the top of your library.

Exactly Squillis,  Every turn you get to draw 2 cards and play the 2 lands a turn.  This makes the game pretty much twice as fast as a normal turn.  Even just a couple of turns with this out,  you will be turns ahead of your opponents.

Oh, and I mentioned the order you play the lands in incorrectly.  If you play a land card and have the option to play more than one land card per turn you need to state which you are playing it for.  If you don't say which it is assumed to be the default one for the turn or one with the earliest timestamp.  If they Oracle is destroyed between the time you play the first land and the second (say the land entering caused a trigger) your opponent could destroy the Oracle and prevent you from playing the second.  If you say "I'm playing this as my additional land" and the oracle is destroyed you still have your default land/turn to play, you just won't be able to cast it from the top of your library :).  It doesn't mechanically affect the combo, but it's the best way to play this.  Knowing the combo is only half the equation, the other half is playing the deck around all the potential hate, that is, playing it right.
