Imprint Scepter with Counterspell and Laboratory will only let people play 1spell per turn use Scepter to counter it and  Unwinding Clock and Palladium Myr will let you do this to every player in a multiplayer game.

Pretty good set up. Just remember to have multiple myrs and scepters in case players gang up on you since each player can play a spell on one turn.
