They aren't paying life. It's dealing damage to them.

Vexing Devil deals damage and the sacrifice is a triggered ability, not an activated ability, so I don't think the Angel helps at all. Torpor Orb and Sundial of the Infinite can get around it.

I think the Angel prevents people from using abilities like Skirsdag Flayer's ability. It also hoses Phyrexian mana and Griselbrand.

yea, the angel prevents the saccing or paying life to Cast/Activate, it doesn't prevent doing so as part of an effect.  Because the ability off the devil is a trigger there is no cost, just a trigger condition.

Static Abilities - Creates an effect that lasts as long as the duration states or while the card is in the appropriate zone
Triggered Abilities - have a condition that causes the ability to trigger and be placed on the stack.  They are typically formatted At/When/Whenever <Condition>, <Effect>
Activated Abilities - a cost is payed and the ability effect is put on the stack.  They are formatted <Cost>:<Effect> and Always have a colon inbetween the cost and effect.

It would be fun to Fling him in response to your opponent opting to take the 4 damage.

@Zapdos - the trigger must fully resolve before you can cast a spell.  If you both pass priority with the trigger on the stack you will not be able to fling him until after your opponent elects to take the damage or not and the possible sacrifice takes place.  If you fling him before the trigger resolves then your opponent can elect not to take the damage, though, if they're dumb or trying to get Final Hour active they could still elect to take the 4 damage :/
