Swamp is Havengull Lich from Dark Ascension.

Tap Coretapper to put a counter on Scepter, then sac it to put 2 counters, Enduring Renewal gets it back and Havengull Lich is so you can still play creatures.

You don't need the Enduring Renewal.  The Havengul Lich allows you to play the coretapper again and even gives the Lich the Coretapper's abilities!  Tap coretapper to put a counter on the Scepter, sac Coretapper to put 2 counters on the Scepter, activate Lich targetting Coretapper in the 'yard, Cast the Coretapper, Tap the Lich to put a counter on the Scepter. 1 turn, 4 counters, no Renewal
