Ok so I saw plagiarize and thought of the mirror, I want to find a way to make plagiarize affect opponents turns, instead of just mine, and if a way to do this without the mirror would also be great :D

I would say Isochron Scepter but you can only imprint an instant with cmc 2 or less. Panoptic Mirror is your best bet I think.

You can attempt a gamble with Eye of the Storm in order to card lock your opponent. Obviously you'd want to have discard spells with it, but the challenge is then to keep playing any spell on each of their turns to lock them out. (Sadly buyback does not work well with Eye of the Storm).
If you have enough cheap instants, Eye of the Storm, Plagarize, Traumatize, and some random discard to really screw over the opponent.

If you're running discard then I'd recommend Liliana's Caress and Quest for the Nihil Stone.

Ok, my best guess is to continually get the card out of your graveyard, with something like Izzet Chronarch+Kiki-Jiki, or Nucklavee+Heat Shimmer.

Imprint a Regrowth onto the mirror and then hard cast the Plagerize at the beggining of our opponents turn, then bring it back to your hand every turn with the imprinted regrowth.

You can always say screw my oppenets draw they can have that one and use the plagrize and mirror with vision skeins on a stick to draw 4 for 2 mana each turn.
